Initial Call for Papers and Participation

The Fourteenth Annual Meeting of the Cornwallis Group will be held at the Seminarhotel Springer-Schlößl. (http://www.springer-schloessl.at/en/index.php) in Vienna, Austria. This call for papers invites the submission of abstracts of papers to the Program Committee on the general topic of Analysis of Societal Conflict and Counterinsurgency. The Proceedings of the Cornwallis Group will be published by the Canadian Peacekeeping Press.

For the last thirteen years the Cornwallis Group has been studying various aspects of the interface between the military and civilian actors in Peace and Stability interventions. From Cambodia, Somalia, Rwanda, Bosnia and Herzegovina of the early 90’s through to the current complex operations in the Sudan, Congo, and Middle East not to mention the coalition and NATO operations in Afghanistan and Iraq. These operations are different from those that had previously been studied in that they rely on the local society’s consent and assistance more than the purely combat operations envisioned during the cold war. U.S. and NATO military doctrine are reacting to this need to interact with the people in an area in an ever increasing way.

Unlike the earlier operations, more active resistance to the international community is now found in the growth of insurgencies. Insurgencies depend on the same people that
the intervention is now, most appropriately, increasing its involvement with. These two facts – increased need to deal with the populace and increased insurgent activity – form
the basis for this call for papers. Papers are invited that address one or the other of these topics. However, papers that address the complex interplay of both topics will be given priority consideration. All presentations at the Workshop are one hour in length, giving ample time to develop the topics. This hour per presentation does, however, limit the number of papers that can be presented in the four days. Participants who are not presenting papers are also encouraged to attend and actively participate in the
discussions.

This year, papers to be included in the published proceedings of Cornwallis XIV must be delivered to the Program Committee PRIOR TO THE END OF THE WORKSHOP on the 9th of April 2009.

Total costs for Cornwallis XIV are still being determined. However we expect that they will not exceed €1200.00 which will include lodging (Sunday evening through Wednesday night), meals (beginning Sunday dinner through Thursday lunch) and all registration fees. Transportation costs from the Vienna airport to the hotel are not included; however the hotel is in south central Vienna, not far from the airport and is on various public transportation routes. The Hotel Schölßl has only 32 rooms in house and will be allocated to the first 32 reservations. Rooms are also being held at the Kaiserpark Hotel which is within short walking distance of the workshop hotel. This year the Cornwallis Group will continue two programs initiated at Cornwallis XII: The identification of Cornwallis Fellows and of a Best Paper. The criteria for Cornwallis Fellows are listed below (further guidance can be found by reviewing the Cornwallis Charter, herewith attached), and nominations continue to be solicited. Please make your nominations to a member of the committee listed above. The award for Cornwallis Fellows includes the waiving of registration fees for the workshop of the award and the following three consecutive workshops. The Best Paper award includes the reimbursement of the registration fee for the workshop of the award.
